The problem is that the condition of PR0 makes it very difficult to rank well and very rarely occurs under natural conditions. Having a PR0 usually only occurs under 1 of the following 2 circumstances:

The site has been penalized in some form by Google
The site is more than 3 months old, and has still failed to receive inbound links (links from other websites).
